Sure you are right. That is not my point. But I don't know if you also notice the structure. Most Iranian towns have not structure. Buts since this has been planned it seems like small nice little town. They say London has once been reconstucted. I think Tehran needs to.

When war broke out the elite and higher middle class left khorram Shahr and settled some where else for over 8 years, I mean they really settled in their new homes and under no circumstances they will ever go back.
I think government has no intentions of rebuilding that city, it has already transformed to slums and even if they decide to rebuild it which will require huge amount of money they will have difficulties convincing Iranians to populate it.
Also because of such a close proximity to Iraq it will always be difficult to defend it in case of another conflict.
Abaadaan is not much different.

Having said that If I was a high member of Irans govenment I would rebuild all Irans towns
even Tehran. Like I said they have rebuild London once and today it is one of the best places to travel to.
In UAE(Dubai) for instance they have made their country one of the most turistical places
in the world. Just living in town like this you always enjoy life.

BTW: When they were rebuilding London G.B was using (stealing) natural resources of over 20 different nations around the world including entire production of Iranian oil.

the rebuiling the prices were higher the government earned their money.
Think of buildings that should be sold to companies, hotels and so on.

It Can pay off. You get the money back once MC Donald, Microsoft,..... want to buy some building in Tehran. With a good plan I can see it is practical. All it needs is a loan or capital and another regime who dose not fight turists.
Lots of money. But it will be easier to plan roads, Metroes,.... They can do it gradually. Iran can live with debt for a while til they earn the money back.
