I think government has no intentions of rebuilding that city, it has already transformed to slums and even if they decide to rebuild it which will require huge amount of money they will have difficulties convincing Iranians to populate it. Also because of such a close proximity to Iraq it will always be difficult to defend it in case of another conflict. Having said that If I was a high member of Irans govenment I would rebuild all Irans towns even Tehran. Like I said they have rebuild London once and today it is one of the best places to travel to. In UAE(Dubai) for instance they have made their country one of the most turistical places in the world.
